RESUMO:

The present research is linked to the research line, Educational Praxis in the Digital Society, of the Professional Master's in Informatics in Education of the Federal Institute of Education, Science and Technology of Rio Grande do Sul, Porto Alegre Campus. The research entitled: Public Educational Policies and the Insertion of Digital Information and Communication Technologies (TDICs), seeks to identify the limits and possibilities of public education policies in municipal networks in the southern region of Brazil (PR, SC and RS) in terms of refers to the insertion of digital technologies and connectivity in education. Its objective is to analyze the municipal education plans of public schools in the southern region of Brazil (PR, SC and RS), with regard to the integration of TDICs, technology and connectivity to education. Documentary and bibliographic analysis research, based on the Federal Constitutions, Laws of Guidelines and Bases of National Education, National Education Plan, Municipal Education Plans and policies: EDUCOM, National Educational Informatics Program (PRONINFE) National Technology Program (PROINFO), Broadband at School Program (PBLE) and Connected Education Innovation Program and Policy. The research is theoretically supported by Almeida (1993), Cury (2013). Dourado (2017 and 2018), Moraes (1997), Ribeiro (1992) Saviani (2008, 2016, 2018, 2019, 2021) and Vieira (2007). The systematic literature review (RSL), an instrument used to investigate the research already carried out in the area, making it possible to identify gaps, resulted in eight studies, being two theses and six dissertations, demonstrating the need to carry out studies to analyze the educational insertion policies of Digital Information and Communication Technologies in the school context. From the data, it was sought to identify goals and strategies present in the National Education Plan aimed at the integration of TDICs to education and to identify in the Municipal Education Plans, existing goals and strategies for the integration of TDICs to education in the municipalities of the South region (PR, SC, RS). The educational product resulting from the research proposes the development of a training path for managers of education networks, with regard to educational policy and the integration of technology and connectivity to education.
