PROPOSAL FOR AN INNOVATION POLICY FOR THE CENTER FOR ADVANCED ELECTRONIC TECHNOLOGY – CEITEC S.A.

The semiconductor sector is widely regarded as strategic to the economic and technological development of nations due to its key role in Industry 4.0 and in the advancement of technologies such as artificial intelligence, the Internet of Things, and autonomous vehicles. In Brazil, strengthening this sector depends directly on the formulation and implementation of public policies in science, technology, and innovation (ST&I) aimed at fostering research, development, and technology transfer. Within this context, Innovation Management plays a central role in enhancing productive efficiency, ensuring financial sustainability, and promoting coordination among the various actors of the National Innovation System. Centro Nacional de Tecnologia Eletrônica Avançada (CEITEC S.A.), the only semiconductor manufacturer in Latin America, is a state-owned company and a Scientific, Technological and Innovation Institution. Its recent restructuring highlighted the need for a specific Innovation Policy aligned with the Brazilian Legal Framework for Science, Technology and Innovation, as well as with the company’s strategic objectives. In this context, the present study aims to propose an Innovation Policy for CEITEC S.A., by assessing its normative and institutional structure, related to innovation and by examining ISO 56000, ISO 56002, and ISO 56005 standards. The study adopts a qualitative and exploratory case study approach, based on bibliographic and documentary research, normative analysis, and validation with the company’s management. The findings support the development of a proposed Innovation Policy as the final technological product of the research. It is expected that the proposed policy will contribute to improving the efficiency of Innovation Management at CEITEC S.A. and to advancing the fulfillment of its institutional mission and vision.
