RESUMO:

This research will be developed within the scope of the Professional Master in
Vocational and Technological Education at IFRS, in the research line Organization and
Memories of Pedagogical Spaces in EPT, Macroproject 6 - Organization of
pedagogical spaces in EPT. The proposal of the Federal Institutes is for a
contextualized formation, full of knowledge and based on values and principles that
enhance human action in the search for a more dignified life. Breaking down the
barriers between technical and scientific teaching, articulating work, science, and
culture from the perspective of human emancipation, is one of its foundational
objectives. Its pedagogical orientation should encourage analytical thinking, seeking a
more comprehensive vocational education, with less emphasis on training for trades
and more emphasis on understanding the world of work and on qualitatively superior
participation in it. In order to deliver this value to society, good administrative
management is necessary through institutional governance and also through
procurement, since this area is of a strategic nature for the institution, due to its
transversality, and the possibility of multiplying the transforming power when carried
out to produce concrete and innovative results for the Public Administration. Risk
management is a governance instrument required by legislation and by the TCU, which
is materialized in the form of a risk map. The risk map must be produced by the
procurement process planning team, through the survey, analysis, and treatment of
risks. It is a multidisciplinary work that requires knowledge of the entire logistics chain
and is considered innovative in public administration. For it to be carried out in a way
that brings gains to IFRS and EPT as a whole, it is vital that employees see meaning
in this building activity and have sufficient knowledge to reflect upon the process and
the possibility of transforming their daily work. In this scenario, the motivation for this
research arises, in order to identify how it will be possible to improve the process of
building risk maps by the IFRS procurement planning teams. It is expected, through
qualitative research and case study, to seek the necessary information to identify the
assumptions for the creation of an educational product that can help the planning
teams members in the building of risk maps, in a dialectical and praxical way, to
promote the development of the public servant, while maximizing the possibility of
achieving the IFRS institutional objectives, transforming society as it strengthens the
Federal Education Network.
